History of the university

History of the Institute

Pavlodar Pedagogical Institute (PPI) was opened on December 1, 1962. Almost a year it was located on the fourth floor of school No. 3, having four classrooms. Streaming lectures were held in student lounge.  On two faculties: History and Philology, and Physics and Mathematics, 150 people studied. 14 lecturers conducted lectures. More than 50% of enrolled students had more than two years’ work experience. Non-resident students lived in private apartments in the old school building No. 3. The hostel No. 1 was built by the summer of 1964.

In the academic year 1964-1965, students were recruited for three specialties: “Russian Language and Literature”, “Mathematics”, “Natural Science”. The number of students increased to 284 people, 23 full-time lecturers began to work in the institute. The first contest to fill vacant posts enriched the institute with six candidates of science; five of them had the academic title of Associate Professor: Candidate of philosophical sciences, Associate Professor Belousov I.P., Candidate of Veterinarian Science, Associate Professor Shiyanov A.T., Candidate of Philological Sciences, Associate Professor Mitroshkina A.G., Candidate of Historical Sciences, Associate Professor Blokh M.I.

In 1963, a Chemical and Biological Faculty was formed with a Department of Physical Education, based on the Department of Biology and Chemistry of the Faculty of Physics and Mathematics (in connection with the increase in the number of students).

There are opened preparatory courses in order to attract the most prepared young people to the PPI. 137 students were recruited, most of them were the working youth of the machine-building plant, SU-6, SU-2, kindergarten workers, culture department, primary school teachers.

The most important component of the educational process was the pedagogical and field practices of students. Pedagogical practice was conducted in city schools No. 3, 7, 11, 18, and 23. Each teacher was assigned several academic groups for consultations, supervision and guidance. In addition, the students worked in schools as pioneer leaders, assistants to class leaders, heads of various circles. Students practiced in pioneer camps in Pavlodar region.

The field practice of the students of the Chemical and Biological Faculty was combined with field works in the state farms of the region and was structured according to the type of work organization in the labor camp. Practice lasted up to 42 days in different climatic zones - Altai, Bayanaul and others.

The main priority of the PPI activity was the research work of lecturers and students. New forms of research and development are actively introduced. A number of complex and contractual works are carried out. The institute's academic staff were actively defend dissertational works for obtaining the scientific degrees of candidates and doctors of sciences (Zikrin O.Z., Shcherbinko Z.P., Datkaev A.M., etc.).

The formation of the research work of PPI is connected with the formation of a parasitological school of scientists at the Chemical and Biological Faculty that dealt with the actual problems of Priirtyshye: “Helminths of domestic animals of the Pavlodar region”, “Circulation of pathogens of opisthorchiasis, trichinosis and multichamber echinococcosis in Middle Priirtyshye” (Guslavsky, I.I., Obukhova Z.I., Khavkin S.P., Batkaev A.I., etc.). Practical recommendations on the prevention of helminthiosis were developed for parasitologists, epidemiologists, teachers.

The scientific work at the Department of Mathematics is related to the activity of the senior lecturer Mukanova G.M., Shayakhmetova T.K., Turchinsky L.I., Shatalina M.I. who worked on the theme “Unity of education and upbringing in the teaching of mathematics”. Senior lecturer of the Cathedra of Elementary Mathematics Shatalina M.I. was studying the question “On the mathematical asset of the class”, for this purpose was created in the 9th grade of secondary school No. 3 a mathematical asset. The work revealed the connection between study and after-school training in mathematics and in 1968 published the educational-methodical manual from Shatalina M.I. “Development of interest, independent creative thinking and initiative in teaching mathematics in high school”.

The development of research activities of lecturers of the Cathedra of Russian and foreign Literature is associated with the development of problems’ comparative analysis, artistic mastery, the historical significance of literary works, and the methods for their study.

The introduction of programmed instruction in the schools of Pavlodar and Pavlodar region has strengthened the professional cooperation of the PPI cathedra’s and the teaching of the region. Scientific development continued. Themes of research, scientific-pedagogical, scientific-applied, methodical nature were worked out: 41 scientific subjects were studied, within the framework of which about 40% of the academic staff worked. At the departments scientific student circles began to be organized, at the meetings of which reports were heard, abstract speeches on selected topics, novelties of literature on problematic issues were studied. Research work covered up to 42% of student youth.

Intra-institute scientific conferences began to be held, the first of which was dedicated to the “Development of National Relations in Conditions of Transition from Socialism to Communism”. Presentations were made by Candidate of Historical Science, Burankulov G.I., senior lecturer Gritskov A.N., professor Lobanov V.I. and Geyer R.I.

In parallel, the personnel problem was solved. Thanks to the scientific work, the institute was replenished with young specialists who had completed primary training in the PPI. This process was promoted by the policy of priority direction in the target postgraduate study of institute lecturers, conducted by the union and republican ministries.

The implementation of the “Law on Strengthening the School's Connection to Life and the Further Development of the Public Education System in the USSR” prompted the staff of the PPI to organize the University of Pedagogical Knowledge through which pedagogical knowledge was disseminated, and experience was exchanged on the methodology for lecturing the disciplines.

During the formation of the institute, it was made an active search for the optimal forms and methods of activities for the education of students, there were laid the foundations for the management of the educational process.

The main attention of the administration, deans, departments, as well as party, trade union, Komsomol organizations was concentrated on solving the problems of organizing and implementing educational and educational processes. Educational work built basing on plans approved by the party bureau of the Institute. They contained the main directions of education: the study of the Marxist-Leninist theory, political, educational, and cultural-mass work, military-patriotic education, sports-mass, scientific work with students, work in hostels, the formation of ties between the institute and the organizations of the city and the region.

Based on the general institute plan, an educational process was built at the faculties, departments, and academic staffs. It included the political science of lecturers and staff of the Institute: lecture and propaganda work; cultural and mass events, the work of the press and radio; mass-political and sports-mass work, agitation-mass activity among the population and students of the city.

The most important section of the education of lecturers, employers and students was political education. For political reformers of student groups, consultations were organized by the lecturers of the department of Marxism-Leninism (Burankulov G.I., Deryagin E.P., Rakhimberdinov K.R., Valyanov M.V.). The approved topics included the problems of the current political situation in Europe, Latin America, the People's Republic of China, and others.

Theoretical seminars were form of increasing the political development of lecturers. The seminar on the study of Marxism-Leninism was led by Groshev V.I., lecturer at the Cathedra of Marxism-Leninism; the study of the history of the Communist Party of the Soviet Union (CPSU) was headed by Royak A.A. The committee of the Komsomol PPI organized a study of the history of the All-Union Lenin Committee of the Youth League (Komsomol).

The lecture group was consisting of 17 teachers and 21 students worked at the enterprises of the city and in the districts of the region; topics were developed on the international situation, the history of the USSR and the Communist Party, the culture of speech, the moral character of the Soviet young man, the history of the Olympic Games. The “University of Culture” (headed by Adamenko Y.A.) was functioned, the purpose of which was to deepen the educational knowledge, expand the horizons of future teachers, and instill aesthetic tastes. Arranged meetings with radio commentator All-Union Radio Gorbulin M.; Pavlodar poets Afanasyev O., Semerjanov V., Muzalevsky S., Dinerstein M., composer Shirinkin V. The number of permanent students of the University was more than 300 people per year.


Art activity was developed very well. There were created choral, dramatic, vocal circles, Kazakh chorus, in which most of the students were engaged. As the art director of amateur collectives, an enormous contribution to the development of amateur performances was made by the senior lecturer. Chair of Pedagogy and Psychology Safonov R.N. The formation and development of the amateur performance of the institute actively assisted lecturers like Adamenko Y.A., Zharmakin O.K., Kirsh G.I., Neverova E.N., Soltan E.Е., Khavkin S.M., and also students Markin N., Barats M. and others.

The Art Council held reviews and competitions of groups, faculties, amateur arts parties, staffed agitation and cultural brigades, and supervised the work of the circles. Participants of amateur groups went on concerts to the enterprises of the city and the region, to state farms and collective farms. The variety quartet of the Institute performed in the concerts of the youth broadcasting program of the Pavlodar television studio, the play “Youth of the Fathers”, staged under the direction of the Dean of the Philological Faculty Kirsch G.I., which was shown at the Rechnikov’s Club, on Collective Farm named after Kirov S.M.

Agitation culture brigade was accompanied by a three-day bike-a-thon of Pavlodar-Kachiry under the motto “Be an educator”; spoke before the villagers of the Krasnokutsk region with a concert program “For those in the field” during the sowing season.

The mastery of the amateur groups of the PPI was increased, at the city review the institute staff took the first place and the cup for the installation “We are 48, we will be 50, then we will be 200 and 300 years old, but as a lighthouse, the great Power of Communists will remain forever!” (1966). And, next year the cup was left for the institute for editing “My country is wide-spread”, the winners of the contest were dance and variety collectives, 10 performances in other genres.

For the formation of a conscious attitude and love for the chosen profession, popularizing the advanced pedagogical experience, students met regularly with well-deserved teachers: Kassatskaya E.M., Ovsyannikova A.A., Semyonova O.F., Vasilyeva T.I. and others. The students were engaged in unsuccessful children, worked as pioneering counselors, classroom leaders' assistants, in children's police rooms, and freelance instructors of the Komsomol city committee for organizing pioneer and Komsomol work in schools, in courtyard clubs, and public sports instructors.

The Faculty of Public Professions (FPP) contributed to the acquisition of skills and abilities of public work, the deans of the FPP in different years were Ulitsky S.Ya., Gaynanov A.G., Adamenko Y.A. Public specialty in the FPP was received – 1226 students (1970). The University of Pedagogical Knowledge (headed by Kharitonov V.P., Head of the Cathedra of Pedagogy) functioned, and the listeners were parents of students in urban schools.

Traditions began to take shape: holding faculty evenings “Dedication of first-years to students”; themed evenings associated with commemorative, memorable dates. Evenings dedicated to the life and work of writers, composers (Shakespeare W., Shevchenko T., Lermontov M., Vasiliev P., Ivanov S., Yesenin S., composer Van Beethoven L.), poets of Pavlodar. In the groups were held debates, conversations on the problems of the teacher's professional qualities, moral qualities of the person. The competition “For the best group of communist studies and life” was held.


The institute life was covered in the pages of the wall press: the general institute newspaper “Teacher”, faculties – “Philologist”, “Rilloth”, “Winged Youth”. At the faculties, in hostels were issued “lightning”, “combat leaflets”. Regularly went live radio news, a radio club operated (supervised by Mikheev A.V., student Kugotenko Y.). At that time were popular Photo courtesy, photomontages, “one-hour photo reports” covering the life of the faculties.

In dormitories worked the student self-government body – student council, whose chairmen were Prokopenko A., Altergott D. Student council worked out the terms of the contests for the best room, rules of living in the hostel. Weekly were held thematic evening of questions and answers, debates, lectures, meetings with interesting people, “weeks of cathedras”, talks, lectures, reports on moral and ethical issues, evenings of music, poetry, FIC. According to the results of the competition of student hostels in Pavlodar region, the hostel No. 2 was recognized as the winner and awarded with the Certificate of Honor of the Regional Committee of the Young Communist League of Kazakhstan.

For the physical improvement of students were created and organized sports sections, sports club; Olympiads and sports events were held at the same time. 45 sportsmen-dischargers have been prepared for one year. The teams of the Institute took prizes in the city relay race for the prize of the newspaper “Young Tselinnik”, in the city final of the cross-country skiing. up to 25% of students were engaged in sports sections. There was a children's sports school with branches: sports and rhythmic gymnastics, volleyball, barbell, cycling, skis, basketball. 47 athletes were discharged.

At the agrobiological station (in the Chernoyarka village) a labor sports camp is being created. The students of the Faculty of Physical Culture went to the training camps,  there trained students of the Chemistry-Biology and other faculties had passed field practice. 30% of students fulfilled the standards of sports categories.

The main work was conducted by lecturers of the Department of Physical Education: Kuts A.S., Borodikhin V.A., Lytkin V.A., Kalugin I.Z. They organized the work of sports sections, conducted training sessions in swimming, led sports days, organized one-day and multi-day hikes. In the framework of providing chef assistance, students and teachers for the school of the state farm “Chernoyarka” built and equipped a sports complex consisting of a football field, track and field sectors, basketball and volleyball courts. Sport-mass work was conducted with the Institute's teachers through sports sections, sections of tourism, fishing and hunting, and health groups. There were teams of teachers in volleyball, basketball, chess, badminton, who regularly participated in the championships of the Institute.

Sport club of PPI was awarded with the Red Banner of the Pavlodar City Executive Committee and the City Committee for Physical Culture and Sports for high results in city, regional and republican competitions in winter sports. The team of skiers-riders of PPI became the third prize-winner of the Republic of Kazakhstan among higher educational establishments. the sports group of the PPI took the first place in volleyball, the third place in skiing, the fifth in light athletics, the sixth in the hand ball at the national competitions of the UVSS “Burevestnik”. Prize-winners of the republican games among students were Chekmareva (skis), Ni A. (gymnastics), Barabash, Bargannikov V. (skates), Ponomarev V., Popov V. (athletics), Yakovlev Y., Tuylikbekov K. (classical wrestling). Student Bargannikov V. became a prize-winner of the USSR championship among juniors and represented Kazakhstan at international competitions.

Labor education was implemented through the student construction teams (SCT), work as pioneer counselors, sports instructors in pioneer camps, and training camps. The students of the PPI worked in the state farms of the Pavlodar region on the construction of cattle yards, the construction of dwelling houses, dormitories, greenhouses, a brick factory, mechanical currents, baths, kindergartens. For good performance in the work, many students received prizes, commendable sheets, gratitude from the Komsomol district committee. The PPI squad, stationed at the state farm “Kaskolsky”, won the first place in the socialist contest between 14 detachments of various educational institutions and received the banner of the district.

Within the framework of the monthly aid to the rural school, the construction of school workshops was carried out in all state farms, repair work was carried out in schools, equipment of sports grounds was updated. In all the state farms during the period of the work of the SCT, there were evening parties, comradely meetings in football, volleyball, lectures were given to local residents. In the SCT detachments there were “hard-to-learn” schoolchildren and adolescents, with whom was conducted a certain work too.


Pavlodar Pedagogical Institute was established on 19 September 1962. A Faculty of Physics and Mathematics with Chemical-Biological and Philological Departments was opened.


A Faculty of History and Philology was opened. In autumn PPI got to its disposal a five-stotied buildng No. 3.


A hostel No. 1 was launched for 515 seats.


PPI made the first issue of graduates - 50 teachers of Russian language and literature and 37 teachers of mathematics.

There were opened Faculty of Social professions, Faculty of Teacher Training schools on a voluntary basis.

The Chemical-Biological Faculty with a Physical Education Department identified from the faculty of Physics and Mathematics.

A sporting academic building with four rooms was launched.


There was organized the Faculty of Foreign Languages and commissioned indoor swimming pool.


PPI was awarded the challenge Red Banner of the Central Committee of Communist Party of Kazakhstan, Council of Ministers of Kazakh SSR, and Central Committee of Youth of Kazakhstan.


PPI was recognized as the winner of All-Union socialist competitions among higher pedagogical educational institutions of the Union and was awarded the challenge Red Banner of the Ministry of Education of the USSR and the Central Trade Union of Education, higher education and research institutions.


A material and technical base was strengthened: 4 buildings, 22 laboratories, 8 language laboratories, 22 audience rooms and 22 office rooms. There were 239 lecturers, among them a Doctor of Sciences and 81 PhDs.


A training of specialists with official language studying in two areas started: physical education teacher and coach on sport type and physical education teacher and biology.


An issue of the first graduates of teaching faculty in the accelerated training of Kazakh language teachers in Russian schools.


Pavlodar Pedagogical Institute became a part of a structure of PSU named after S. Toraighyrov. There were 3226 students and 272 teachers.


PPI dropped out of the structure of PSU named. S. Toraighyrov. By a resolution No. 128 dated from February 3, 2004 of Government of the Republic of Kazakhstan was established Republican State Enterprise “Pavlodar State Pedagogical Institute” of Ministry of Education and Science of the Republic of Kazakhstan.

On September 1, in PPI were 8 faculties and 29 departments.

Magistracy and college opened.

PSPI started to publish two national magazines “Pedagogical messenger of Kazakhstan” and “Biological Sciences of Kazakhstan”.

An educational process was provided by 419 people, including 16 doctors and professors, 85 PhDs.

PSPI became a Republican experimental ground for testing and implementation of “Self-knowledge” course.


There were created multimedia lecture facilities and opened of PSPI website.

Visit of the President of Republic of Kazakhstan Nursultan Nazarbayev.


The structure of PSPI contained 9 faculties and 26 departments.


PSPI got a certificate of quality management system in accordance with international standard requirements ISO 9001:2000.

23 theses, including 3 theses for Doctor’s degree and 20 PhD were defended.


The educational process was provided by 7 faculties and 20 departments.

18 theses, including 3 theses for Doctor’s degree and 15 PhD were defended.


PSPI was awarded the “European Quality”.

There was signed an agreement to participate in Great Charter of Universities (Bologna, Italy).

In April, PSPI became an experimental ground for an introduction of multilingual education.
